Forest and Grassland Fire Risk Management Branch of China Association for Disaster Prevention Established in Beijing
On the morning of June 7th, the Inaugural Meeting and the First Member Representative Assembly of the Forest and Grassland Fire Risk Management Branch of the China Association for Disaster Prevention were held in Beijing. Zheng Guoguang, President of the China Association for Disaster Prevention; Ma Baocheng, Member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Dean of the Emergency Management Research Institute of the Central Party School (National Academy of Governance); Shan Chunchang, Leader of the Emergency Management Expert Group of the State Council; Liu Daxiang, Academician of the Chinese Academy of Engineering and Vice Chairman of the Chinese Society of Aeronautics and Astronautics; and Yan Peng, Standing Director of the China Emergency Management Society, attended the inaugural meeting and delivered on-site speeches. Fan Weicheng, Academician of the Chinese Academy of Engineering and Dean of the Hefei Institute of Public Safety, Tsinghua University, addressed the conference via video.

Conference Agenda: Completing Preparatory Work and Establishing Organizational Structure
The conference was conducted in two phases in an orderly manner:
Member Assembly Phase: The meeting heard the work report on the preparation of the Forest and Grassland Fire Risk Management Branch, reviewed and approved the Charter of the Forest and Grassland Fire Risk Management Branch of the China Association for Disaster Prevention (draft) and the Election Rules for the First Member Representative Assembly of the Forest and Grassland Fire Risk Management Branch of the China Association for Disaster Prevention (draft). Finally, it elected members and leaders of the first Council of the Branch, laying an organizational foundation for the subsequent operation of the Branch.
Inaugural Meeting Phase: Leaders, guests and member representatives attending the meeting delivered speeches in turn, extending warm congratulations on the establishment of the Forest and Grassland Fire Risk Management Branch, and exchanged views on the importance of forest and grassland fire prevention and control work and the future mission of the Branch.
Industry Significance: A Key Measure to Address Major Ecological Security Risks
"The establishment of the Forest and Grassland Fire Risk Management Branch is a major event in the development of China's emergency management cause," Zheng Guoguang emphasized in his speech. Currently, with the intensification of global climate change and the in-depth advancement of ecological civilization construction, forest and grassland fires have become one of the major risks threatening ecological security, public safety and national sustainable development. Faced with the profound changes in forest fire risks under the new situation, how to solve prevention and control problems with a systematic thinking, empower management practice with innovative theories, and contribute Chinese wisdom and experience through successful practice is precisely the core original intention and mission of the establishment of the Branch.
Development Plan: Proposing the "Three-Step" Strategy and Six Key Measures
Yan Peng delivered a keynote speech themed "Building a New Era Forest and Grassland Fire Risk Management System with Chinese Characteristics and Striving to Protect the Beautiful Ecological Homeland". On the basis of summarizing the existing achievements and experience of China's forest and grassland fire risk management, he conducted an in-depth analysis of the weak links in the current forest fire risk management and clearly put forward the "three-step" strategic goal for the construction of the forest fire risk management system.
To achieve the short-term, medium-term and long-term development goals of the Branch, Yan Peng further proposed six measures that integrate traditional wisdom with modern technology and build an integrated mechanism of "prevention, management, control and governance":
Strengthen discipline construction and the integration of industry and education to consolidate the foundation of talents and theories;
Improve the level of fire monitoring and early warning to enhance the capability of pre-risk prevention and control;
Enhance fire prevention and suppression capabilities to improve the emergency response system;
Improve forest fire risk management systems and standards to standardize the development path of the industry;
Strengthen infrastructure construction and scientific and technological support to promote the application of technological innovation;
Promote international cooperation and exchanges to learn from advanced global experience.
Conference Scale: Gathering Multi-Party Forces to Promote Industry Development
It is understood that the inaugural meeting attracted more than 200 participants, including responsible persons from relevant departments of state ministries and commissions, heads of universities and scientific research institutions, leaders of various associations, representative of corporate members of the Branch, experts and members of the media. As an important member of the Forest and Grassland Fire Risk Management Branch, Qingdao Huaying Intelligence also participated in this meeting, jointly building a platform for multi-party collaboration, resource integration, exchange and cooperation in the field of forest and grassland fire risk management.
